
Judge Charles M. Blomquist
Prior to his appointment to the bench, Judge Blomquist served as the Deputy State Prosecutor in the Office of the Maryland State Prosecutor. The Office of the State Prosecutor investigates misconduct by public official or employee, state election law violations, public ethics law violations, and any other matters involving public trust. Judge Blomquist oversaw all office operations including investigations and litigation efforts, in addition to maintaining an active public corruption caseload.
Previous to his appointment, Judge Blomquist served for 20 years as an Assistant State’s Attorney with the Office of the State’s Attorney for Baltimore City, most recently as chief of the Gun Violence Enforcement Division Unit. Before starting the Gun Violence Unit, he was Chief of the Crime Strategies Unit, and prior to that he served for almost 10 years as a senior prosecutor in the Homicide Division.
Judge Blomquist has a long history of public service. He is currently a Colonel in the Maryland Army National Guard and has completed multiple combat deployments to Afghanistan and Iraq, along with several rotations to the Republic of Korea. Before enlisting in the Army, and right after college, Judge Blomquist served in the U.S. Peace Corps as a Volunteer, where he served as a small business advisor with the Fiji Development Bank.
Judge Blomquist is an active member of Maryland State Bar Association and the Bar Association of Baltimore City. He is a past President of the Bar Association for Baltimore City, and a member of the Board of Governors of the Maryland State Bar Association. Judge Blomquist started the Maryland State Bar Association’s Veterans and Military Law Committee and was active in initiating the State’s first Veterans Court. He is a past Leadership Academy Fellow for the MSBA, and is a Fellow of the Baltimore Bar Foundation, Maryland Bar Foundation and the American Bar Foundation.
He is an active member in the community. He was an Elder of First and Saint Stephens Church, and a prior member of the Board of Maryland New Directions. Judge Blomquist was recognized by The Maryland Daily Record with the Leadership in Law, the Baltimore City Bar Associations’ Presidential Award, and the Maryland State Bar Association’s Curran Award and the Sherman Award for Service. Judge Blomquist has earned two Bronze Star Awards and was recently inducted in the Officer Candidate Hall of Fame.
Judge Blomquist is a graduate of the University of Baltimore School of Law, the University of Pittsburgh, the Pittsburg Theological Seminary, and Grinnell College. Judge Blomquist also holds a Master of Strategic Studies from the U.S. Army War College. Immediately after graduating from law school, he clerked for the Honorable John C. Byrnes, Circuit Court for Baltimore City.
He is married to Joan L. Blomquist, a physician and Chair of Department of Gynecology at Greater Baltimore Medical Center. They have two sons, David, a Law School Student at Fordham University, and Andrew, an infantry officer with the 101st Airborne Division.
